Labouchere, that His Grace considers that, under the explanation which the Postmaster of Hong Kong has furnished to the Governor relative to this matter, no further notice need be taken of Lieutenant Wooldridge's complaint.
I am at the same time to request, that you will point out to Mr. Secretary Labouchere, with reference to the proposal made to transfer the control of the Post Office at Hong Kong to the Colonial Government, that this is another instance shewing the expediency of placing that Office under the orders of the Governor, for, had he possessed the power to decide upon this question, there would have been no necessity to refer it either to the Colonial Office or to this Department.
